A well-rounded actuarial executive, Van Phan has over 15 years of experience in the healthcare sector, spanning the Medicaid, pharmacy, provider value-based care and Affordable Care Act (ACA) spaces. She is well versed in Medicaid rate capitation setting, Medicaid rate review, ACA pricing and strategy, financial analytics and strategy, implementations, risk adjustments, budgeting, and forecasting.
Before joining Wakely Consulting Group, an HMA Company, Van was senior director of growth and partner analytics at Cityblock Health, a tech-driven provider serving communities with complex needs. Developing a robust actuarial framework for the Growth Actuary team and collaborating with the Growth/Sales team, Van helped develop new partnerships, from identification to implementation. She conducted risk assessment analyses for new partnerships, identified cost drivers, and established financial targets to optimize contract performance. She managed external and internal stakeholders, aligning revenue objectives with risk appetites, and provided cross-functional post-implementation support to onboard and integrate the new partners.
Prior to her in-house work with Cityblock Health, Van worked as a consultant for over 10 years in various positions with several healthcare and financial consulting firms. She supported clients ranging from mid-sized organizations to states and national associations, providing a diverse range of actuarial analyses and services. She gained expertise in Medicaid capitation rates, ACA pricing and certification, pharmacy contracting, and Medicare Advantage bids for Dual Special Needs (ESRD) and Prescription Drug (MAPD) plans, employee benefits and plan design, prescription drugs purchasing collaboration, and year-end financial reporting.
Van earned her bachelor’s degree in statistics from the University of Florida. She is a fellow of the Society of Actuaries and a member of the American Academy of Actuaries.
