Ross Winkelman

Ross Winkelman, FSA, MAAA is a Principal and Senior Consulting Actuary in the Centennial office of Wakely Consulting Group, LLC. Ross founded the Colorado offices of Wakely in 2007, and has been working as a healthcare actuary since 1993. He is a sought after speaker on ACA reform topics, especially risk adjustment and reinsurance, and has been quoted in the Wall Street Journal, at CNN.com, and in Kaiser Health News. Ross has authored several papers on ACA topics including the 3Rs. He has served as an expert witness for several legal proceedings. Ross led the development of Wakely National Risk Adjustment Reporting (WNRAR) project. He has extensive experience with public programs, including Medicare, Medicaid, Tricare, and the ACA. Ross has certified ACA rate filings for several health plans new to the commercial marketplace. He has also assessed the performance of the various commercially-available risk adjustment tools for a Society of Actuaries report. Ross is a former member of the Actuarial Standards Board.
