Luis Arzaluz Angulo is an experienced healthcare analyst and strategist specializing in healthcare services research and Medicare payment policy. Leveraging his background in health economics, analytics, and policy, Luis provides data-driven insights and guides clients through complex regulatory and payment landscapes. 

At Wakely Consulting Group, an HMA Company, Luis advises clients on policy and provides analytics for value-based payments, including the Medicare Shared Savings Program. His expertise supports organizations and associations aiming to improve care delivery and financial performance under alternative payment models. 

Before joining Wakely, Luis served as senior manager of healthcare strategy at the National Opinion Research Center (NORC) at the University of Chicago, where he designed and implemented data-intensive research projects for national payer and provider groups, foundations and the Centers for Medicare and Medicaid Services (CMS). He managed multi-million-dollar contracts and led initiatives addressing Medicare Advantage benefit design, post-acute care, and healthcare affordability. His research has earned recognition, having been published in industry reports and peer-reviewed journals.  

With a specialization in Medicare Payment Policy, Luis’ contributions have provided national stakeholders with actionable intelligence to shape reimbursement and policy decisions. He has helped clients navigate complex Medicare fee-for-service (FFS) prospective payment system policies and has managed analytics contracts for CMS.  

Luis earned a master’s degree in applied economics from Marquette University and a bachelor’s degree in business economics from the University of South Carolina. Luis is fluent in English and Spanish and is certified in human subject research by the Collaborative Institutional Training Initiative (CITI).
