Joe is an experienced healthcare actuary specializing in Medicare Advantage strategy, risk adjustment, and financial performance optimization. He advises health plans on improving profitability, navigating Centers for Medicare & Medicaid Services (CMS) regulations, and developing long‑term, data‑driven actuarial strategy.

Joe’s expertise spans the Medicare Advantage bidding process, Medicare strategy, risk adjustment analytics and operations, pharmacy benefits manager (PBM) oversight and strategy, reserving, forecasting, and related analytics. He routinely translates legislative proposals and finalized regulations into actionable financial insights and strategic direction. A skilled communicator and cross-functional leader, he also delivers actionable actuarial and financial insights that align with broader business strategy.

Before joining Wakely Consulting Group, an HMA Company, Joe most recently served as the director of Risk Adjustment Analytics at Florida Blue. In this role, he developed near‑ and long‑term strategies to improve coding accuracy and documentation. He oversaw targeted analytics to guide provider outreach and education initiatives, driving measurable and sustained improvements in coding quality and engagement.

Across roles at Florida Blue and Wakely, Joe has led numerous Medicare Advantage engagements, including bid development, pricing, product design, network strategy, vendor evaluation, value-based insurance design (VBID) participation, and PBM strategy. He oversaw a major PBM renegotiation that led to significant financial savings and has evaluated participation in CMS Innovation Center models such as Direct Contracting, various VBID benefit options, and VBID Hospice.

Joe has a master’s degree in education as well as a bachelor’s degree in mathematics from Virginia Tech. He is a fellow of the Society of Actuaries and a member of the American Academy of Actuaries.
