CBO Score Released
CBO released its integrated estimates of the effects of the House reconciliation bill. They also released their updated estimates on changes is the number of uninsured people as a result of changes in federal policy over the next decade (both the reconciliation bill, sunsetting of ePTCs, and other federal regulatory changes). CBO found that the combination of policies would increase the number of uninsured by 16 million. About half of the increases were attributable to Medicaid losses and about half to individual market losses. It’s important to note that these represent the number of uninsured not the number of decreases to Medicaid or individual market coverage. Overall CBO estimates a reduction of federal health care spending of nearly $1 trillion dollars.
Bill Watch
No major updates this week on the bill status in the Senate. Observers are watching closely on decisions from the Senate parliamentarian on what changes to the House bill would be needed to meet Senate reconciliation requirements. The Senate majority reiterated a goal of passing a Senate bill before the July 4th recess.
ACA Rates
Proposed 2026 ACA rates continue to be released. ACASignups has a good tracker here. Overall rates in most states that have released are in the double-digit territory. The expiration of ePTC’s appears to be pushing premiums up generally 2%-5% (although there is considerable variation among issuers).
