In this paper, we analyze the impact of risk adjustment model changes from the proposed 2023 HHS HCC risk adjustment model based on 2021 data collected through the WNRAR project. We scored data with the final 2021, 2022, and proposed 2023 HHS HCC risk adjustment models and summarized the impact to risk scores and relative risk of issuers in this paper. This paper reflects an update to our previous November 2021 Model Impact paper. The prior paper was based on 2020 data and can be found HERE.
