In this paper, we analyze the impact of risk adjustment model changes from the final 2025 HHS HCC risk adjustment model based on 2023 data collected through the WNRAR project. We scored data with the final 2023, final 2024, and final 2025 HHS HCC risk adjustment models and summarized the impact to risk scores and relative risk of issuers in this paper.
